Dense social housing can be built around current or new train stops along train lines leading in and out of the next bigger city. These developments should be dense, several stories high, to save on cost and reduce the amount of land that must be used. They should be self-contained, so amenities that are required regularly like grocery stores, pharmacies and doctors should be within walking distance. And well connected to each other and the next metropolitan area to enable commuting from the living area to the next city and heavy industry areas. Furthermore, these developments should be generously interspersed with office and light commercial businesses to keep living and working areas close together if there is no noise or exhaust produced by those businesses.
